HANDBOOK CONSTITUTION ARTICLE 5 scheduled sessions

Article V- Scheduled Sessions of Business Meetings
   
CONCERNING Scheduled Sessions of Business Meetings and Leadership
The local community groups shall convene at least every 3 months (quarterly)  for the purpose of conducting business.  All state chapters shall convene an assembly annually for the purpose of conducting business.  A regional assembly shall convene every 4 years for the purpose of conducting business.  A National Assembly shall convene every 7 years for the purpose of conducting business.  In the interim between national assemblies, the Principal Chiefs shall serve as leadership for the various regions and shall meet semi annually (twice a year) for the purpose of conducting business. 
CONCERNING THE REORGANIZATION OF THE NATIONAL ASSEMBLY IN THE POST REMOVAL ERA:
Whereas the nation has been divided and under oppression for generations and
Whereas it will be necessary to reform and strengthen structure be it hereby
RESOLVED:  The first convening of the National Assembly shall occur within 1 year of the organization of the fourth of at least 4 (four) fully functioning state chapters within the historic homeland.  [Alabama, Georgia, Indiana, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia and West Virginia.] In the interim, leadership shall be provided by the local communities overseen by the principal chiefs who will be representatives selected from each of the functioning state chapters who shall select by whatever means they each deem necessary one chief to serve on the National Council of Chiefs as a principal chief for the Constitutional Cherokee until the convention of a National Assembly, which shall then be authorized to select the principal chiefs to the National Council.
CONCERNING THE FIRST NATIONAL ASSEMBLY OF THE REORGANIZED CHEROKEE IN THE POST REMOVAL ERA:
Whereas the nation is comprised primarily of descendants who still reside within the historic homeland, all leaders must therefore be residing within the historical boundaries of the Cherokee Nation in any of the current states of Alabama, Georgia, Indiana, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia and West Virginia that are organized as an active chapter of the Constitutional Cherokee.  As for the membership of descendants residing outside of the historical homeland (whose total numbers are not to exceed 20% of the total membership at any time), they may choose their own community chiefs who must reside within their community and their own representatives, who must also reside within their communities.  These locations outside our historic homeland are to comprise only one chapter, and states included in that chapter are not limited to these states but do also include Arkansas, California, Illinois, Missouri, Mississippi, Oklahoma and Texas and the country of Mexico.
