ARTICLE XXII AMENDMENTS
The Articles of Organization are to be observed and followed by every member of the Constitutional Cherokee.
The Articles of Organization and Government may not be amended or altered except by 4/5 vote of all enrolled and active members of the Constitutional Cherokee.
Proposals to amend or alter these Articles of Organization and Government must first be submitted to a local council in a local community and be approved by 4/5 vote of all local active membership.
The proposal must then be submitted to the next state assembly (convention) and read to the delegates. If a ballot of 4/5 of all state assembly delegates approve, then the proposal may be submitted to the national assembly which convenes every seventh year.
It is to be read to the delegates at the National Assembly at which there must be present at least 1 delegate present from each of at minimum seven active state chapters present, and if 4/5 of all national delegates approve, the proposed amendment will then be voted upon by ballot of every enrolled active member. No Amendment may be considered at any National Assembly unless the officila delegates from at least seven state chapters are present in attendance at that Assembly.
The ballot is to be presented to all the members within 90 days of the National assembly. The proposed amendment or alteration to the Articles of Organization and Government must be approved by a 4/5 vote of all enrolled active members (members allowed to participate in this ballot must have been active as of 90 days prior to the voting at the National Assembly).
The provisions of this Constitution may be repealed or amended when concurred in by a 4/5 vote of all the members of the National Council, and when concurred in by not less than 4/5 of all State Chapters of Constitutional Cherokee Councils of the Constitutional Cherokee.
As soon as such alterations or amendments shall have been adopted as herein provided, the result of the vote shall be announced by the National Council of Chiefs and the Ambassador, whereupon such alterations or amendments shall have full force and effect.
If the resolution proposed for the amendment affects more than one statement or principal or affects a practice that is mentioned in more than one location in the HANDBOOK of the Constitution and Bylaws of the Constitutional Cherokee, then each change must be presented and voted on separately and each one must have 4/5 approval or the entire proposed resolution will fail.
